(Further) pre-approval of EAPI 9 features

* bug #721088 ("Do not export PMS variables")

  ulm explains that the idea is to not export most PM-defined variables: principally
  because A has become very large in some cases, but also because e.g. P can influence
  build systems too.

Open bugs with Council participation

* bug #946351 ("Remove Open Collective organization")

  We agreed to remove our account with Open Collective Inc., which is the
  platform. We have no data on the site.

* bug #936211 ("[Tracker] Gentoo Foundation dissolution")

  New donations are going to SPI now. robbat2 said he's waiting for
  monthly financials to see if there's enough income flowing on that
  side yet to start switching over expenses.
