Pre-approve ver_replacing for EAPI 9
====================================
There was consensus that in existing EAPIs the command should be
provided by an eclass.

- Motion: Pre-approve ver_replacing() for EAPI 9.
  Accepted unanimously.

Open bugs with Council participation
====================================
* Bug 936211 "[Tracker] Gentoo Foundation dissolution":
  - Official numbers from SPI about financials are not yet available,
    and neither are numbers on donor migration.
  - Monthly income on the SPI side should now cover the AWS bill but
    not yet the Hetzner bill.
  - Closing the Foundation within the current financial year would
    eliminate tax preparation cost which account for 5 to 10 % of our
    annual expenses.
  - SPI has not responded regarding transfer of trademarks.

* Bug 948001 "[Future EAPI] Do not export special profile variables":
  - A motion "Special profile variables (namely those listed in
    section 5.3.2 'Specific variables and their meanings') are no longer
    exported to the environment in EAPI 9" was accepted unanimously
    by a vote in the bug report.
  - It was mentioned that concerns about this change breaking crossdev
    had been raised.
    [Note added post-meeting: These concerns were about exporting the
    ABI and LIBDIR_${ABI} variables, which are not affected by the
    proposed change.]

* Bug 948683 "Missing log and summary for 20240512 council meeting",
* Bug 948684 "Missing log and summary for 20240609 council meeting",
* Bug 948685 "Missing log and summary for 20241013 council meeting",
* Bug 948686 "Missing log and summary for 20241110 council meeting",
* Bug 948687 "Missing log and summary for 20241208 council meeting":
  - Logs have been uploaded, but summaries are still pending.
  - Action item (dilfridge, sam): Complete the summaries before the next
    meeting.

Open floor
==========
- Potential conflict of interest for robbat2 if he were to take a role
  as SPI director or secretary SPI with his existing roles as Gentoo
  Council member and Infra lead.

- The next Council election will require an Infra liaison but most of
  the active Infra members are also Council members. It was discussed
  whether the process on the Infra side could be automated.
