   - Decide on time of meetings. The previous council had its meetings
     on the 2nd Sunday of every month at 19:00 UTC
   - Vote for continuing last council's workflow considering sending
     a call for agenda items (two weeks in advance), sending the
     agenda (one week in advance) and have the meeting focussed, i.e.
     have major discussions on the gentoo-dev mailing list prior to
     the meeting
   - Appoint chairmen for this term's meetings

Constitute the new council
==========================
- The council will hold its meetings on the 2nd Sunday of every month
  at 16:00 UTC. As an exception, the meeting in August will start
  at 15:00 UTC.
- Continue the last council's workflow considering sending a call for
  agenda items (two weeks in advance), sending the agenda (one week in
  advance) and have the meeting focussed, i.e. have major discussions
  on the gentoo-dev mailing list prior to the meeting.

Open bugs with council involvement
==================================
* Bug 936211 "[Tracker] Gentoo Foundation dissolution":
  No news; waiting on the AGM.

* Bug 961301 "Requests for metadata/AUTHORS":
  No pending requests.

* Bug 961811 "Consider procuring Token2 PIN+ security keys for
  developers":
  Still dragging on. soap was to send e-mail to Token2 per the
  previous minutes; unclear whether this happened.
  Action items:
  - eschwartz: Follow up with soap after the meeting to sort out
    shipping/logistics.
  - ulm: Take over contact with Token2 if soap has dropped it.

* Bug 962281 "Clean up consultants list":
  A message was sent to the mailing list but no response.
  Action item:
  - dilfridge: Send another e-mail proposing to drop the page if
    nobody responds, and possibly add a rule requiring annual
    confirmation to stay listed.

* Bug 965878 "[TRACKER] Codeberg migration":
  Mostly done. Frequent API 50x errors are a concern; mgorny will open
  a separate bug for these. The tracker will stay open until Codeberg
  is recommended over GitHub.

* Bug 965900 "GLEP 63: update key recommendations":
  Partially blocked on the Token2 decision. Some discussion about how
  strongly to push ECC keys and/or hardware devices. To be discussed
  further in the bug or on the gentoo-dev mailing list.

* Bug 975402 "Shut down (archive) gentoo-project mailing list (merged
  into gentoo-dev ML)":
  All done, bug can be closed.

arthurzam notes that several previous meeting logs/summaries are
overdue.
